Abstract:This project will develop a methodology and guideline to establish consistency, guidance, background knowledge, and best practices to perform Quantitative Risk Assessments (QRAs) of LNG facilities, and demonstrate it on two representative generic LNG facilities (peak shaving and export). Potential clarifications to the proposed 2019 edition of NFPA 59A will be identified for PHMSA's consideration if it considers incorporating it by reference in 49 CFR 193. The project team will build upon recently-completed, directly-relevant work for PHMSA and others, and its deep knowledge and expertise of LNG facilities and NFPA 59A standards developments, to develop a consistent QRA methodology and probe its sensitivities by applying it to two generic benchmark facilities. The project team will collaborate with PHMSA, a knowledgeable Technical Advisory Panel, and will consider existing guidelines, standards, or regulations in the public domain pertinent to performing QRAs on LNG facilities.
