Abstract:This Research Note reports the statewide estimates of front seat outboard passenger vehicle shoulder belt use for 1998, 1999, and 2000. Use rates at or above the Department of Transportation's 1999 Performance Plan goal of 85% by the end of 2000 were reported by California (88.9%), Puerto Rico (87.0%), New Mexico (86.6%), and Maryland (85.0%). The District of Columbia, Hawaii, Michigan, North Carolina, Oregon, and Washington reported use rates greater than 80%. The lowest reported use rate was 47.7% in North Dakota. The estimates reported by the States are based on surveys conducted following the Uniform Criteria for State Observational Surveys of Seat Belt Use (23 CFR Part 1340), issued by the National Highway Traffic Safety Administration in September 1998. These survey criteria are summarized in this Research Note.
