Abstract:Government regulators and transportation operators of public bus systems are concerned about terrorist attacks. Bus attacks in Israel between late September 2000 and the end of 2006, a period known as the Second Intifada, are particularly well known. A number of observations and questions can be drawn from studying these attacks. While MTI’s report pointedly raises the question of how applicable these attacks are for U.S. and other public bus transportation regulators and operators, its detailed case studies of 16 actual or attempted attacks, and its statistical analysis of bus attacks in Israel, yield relevant observations that address the following questions:
• Which security measures were effective against suicide and non-suicide attacks?
• Which terrorist bombs were most and least lethal?
• Which terrorist methods of delivering bombs were most and least lethal?
