Abstract:The report develops a set of operational definitions for three unsafe driving actions (UDAs): speeding, following too closely, and driving left of center. The definitions flow from a methodological development and from an analysis of the literature and accident files at HSRI. Risk statements for these UDAs also are developed, along with a description of the circumstances under which the UDAs occur. It is recommended that the speed UDA be the target for countermeasure development in this project. The report is a part of a larger study to identify promising countermeasures for high-priority UDAs. Other results of the study are reported in Volume I: Description and Analysis of Promising Countermeasures, and Volume II: A Review of Selected Literature. /Abstract from report summary page/
