Abstract:This report presents an analysis of lap-belt and shoulder- belt usage and effectiveness in rural Pennsylvania accidents. The data were collected by the Pennsylvania State Police under an agreement with the National Highway Traffic Safety Administration. The collection took place in late 1971 and early 1972 and it employed the Bilevel technique. The results obtained in this study show that safety belts are highly effective in reducing occupant injuries and fatalities. In general, the results are similar to previous studies using police-reported data. There is a discussion of ejection during the crash and its effect on injury rates. A model for estimating the extent and the significance of incorrect lap-belt usage reporting is developed. /Abstract from report/
